Finance Minister Says Government Revenue Reached D33.1 Billion in 2025 as Audit Opinion Improves

The Minister of Finance and Economic Affairs, Seedy Keita, on Tuesday informed the National Assembly that government revenue reached D33.1 billion in 2025, while the country’s audit opinion improved, describing both developments as evidence of stronger public financial management and enhanced fiscal governance.
Minister Keita made the remarks while tabling the Auditor General’s Report on the Financial Statements of the Government of The Gambia and the Management Letter on the Audit of the Financial Statements for the year ended 31 December 2025.
Presenting the government’s 2025 financial statements, the finance minister said total revenue amounted to D33.1 billion, representing 103 percent of the approved budget.
According to him, tax revenue reached D23.1 billion, exceeding its target by achieving 109 percent of the budgeted amount and accounting for 81 percent of total domestic revenue. Non-tax revenue stood at D5.4 billion, while grants totaled D4.6 billion, also surpassing budget projections.
On the expenditure side, the minister reported that total government spending amounted to D36.4 billion, broadly in line with the approved budget.
He said government operations accounted for D15.9 billion, transfers to other government entities totaled D6.7 billion, capital expenditure reached D2.2 billion, interest payments amounted to D5.9 billion, social benefits stood at D507.9 million, while other expenses totaled D5.1 billion.
Keita said the figures reflect the government’s continued commitment to strengthening domestic revenue mobilization while maintaining prudent expenditure management.
“These results demonstrate the government’s continued commitment to fiscal discipline, stronger revenue mobilization, and prudent expenditure management,” he told lawmakers.
The finance minister also highlighted an improvement in the government’s audit opinion, noting that it had progressed from an adverse opinion in previous years to a qualified opinion.
He expressed optimism that the progress would pave the way for the government to achieve a clean, unqualified audit opinion in the near future.
“This improvement will be leveraged in the near term to graduate to a clean and unqualified opinion for the financial statements of the Government of The Gambia,” he said.
