Brikama Area Council Approves Incentives for Traditional Leaders to Enhance Property Rate Collection

The Brikama Area Council (BAC) has approved a new initiative to strengthen local revenue mobilization by involving traditional leaders in the collection of property rates throughout its jurisdiction.
The decision was taken during the Council’s Monthly General Council Sitting held on 16 June 2026, according to a statement published on the Council’s official Facebook page.
As part of the resolution, the Council endorsed a recommendation from its Finance Sub-Committee to formally include Alkalolu (village heads) and Seyfolu (district chiefs) in efforts to mobilize revenue generated from property rates.
According to the Council, the move is intended to improve the efficiency and effectiveness of property rate collection while fostering stronger collaboration between local authorities and the Council.
“The Council resolved to include Alkalolu and Seyfolu in the mobilization of value property rate revenue. This recommendation was presented to Council members by the Finance Sub Committee with the objective of enhancing efficient and effective revenue mobilization under this revenue head, while also strengthening the relationship and collaboration between local authorities and the Council,” the statement said.
To encourage active participation by traditional leaders, the Council also approved a performance-based incentive scheme tied to revenue generated through their efforts.
Under the arrangement, Alkalolu will receive an incentive equivalent to five percent of the revenue mobilized through their coordination, while Seyfolu will receive 2.5 percent.
“The Council further resolved that an incentive of 5% for Alkalolu and 2.5% for Seyfolu shall be allocated from the revenue mobilized through their coordination and efforts,” the statement added.
The Council’s management and staff have since called on local authorities to embrace the initiative and work collectively to improve revenue collection across the region.
“In light of this development, the Management and Staff of the Council urge all local authorities to diligently implement this new responsibility entrusted to them and to work collaboratively towards improving revenue collection for sustainable regional development,” the Council stated.
The initiative forms part of the Council’s broader efforts to strengthen internally generated revenue and support sustainable development programs within the West Coast Region.
