Gambia Posts D1.68 Billion Surplus in 2025 Budget, Finance Minister Says

The Gambia recorded a D1.68 billion surplus in its 2025 national budget, significantly exceeding the government’s initial fiscal target, Finance and Economic Affairs Minister Seedy Keita told lawmakers on Monday. The announcement comes despite an original budget that projected a D198.33 million deficit.
“Although an annual GLF deficit of GMD 198.33 million was budgeted, a surplus of GMD 1.68 billion was realized by the end of the year, surpassing the annual gross fiscal target,” Mr. Keita said during a session of the National Assembly.
Officials attributed the surplus largely to the disbursement of US$45 million in budget support from the World Bank, marking an improvement of GMD 1.18 billion over the same period in 2024. The grant is intended to back economic reforms, strengthen fiscal space, and enhance public service delivery.
A portion of the funding was allocated to settle arrears owed by the Central Bank to Karpowership, the minister noted, highlighting the World Bank’s continued support for The Gambia’s infrastructure and human capital investments, as well as its broader economic development goals.
“A portion of the grant was designated to settle the Central Bank on the financing of arrears with Karpowership. This funding reflects the World Bank’s continued support for The Gambia’s efforts to strengthen the fiscal space for investments in infrastructure, human capital, and environmental sustainability,” he said.
