Administrative Procedure Not a Barrier to Leadership, Says MC Cham

MC Cham Jnr, business councillor at the Kanifing Municipal Council (KMC) and a member of the Unite Movement for Change (UMC), has cautioned against interpreting routine administrative procedures as political exclusion, noting that such confusion can distort facts and unnecessarily heighten tensions.

In a statement issued on Thursday, 19th February 2026, Cham emphasized that the Independent Electoral Commission’s (IEC) request to correct and resubmit certain documents is a standard procedural step, not a disqualification from leadership.

“There is a fundamental difference between outright rejection and a request to correct and resubmit documents. One indicates finality and exclusion, while the other reflects a procedural requirement within an established regulatory framework,” Cham said. He explained that the IEC’s initial decline in applications was due to technical deficiencies and that applicants are invited to resubmit once the stipulated requirements are met.

Cham highlighted that leadership should not be measured by administrative technicalities but by qualities such as vision, accountability, and the ability to inspire citizens.

“True leadership is defined by vision, accountability, the ability to mobilize and inspire citizens, and a steadfast respect for democratic institutions,” he said.

He urged the public to focus on substantive political issues rather than procedural technicalities.

“The real test of leadership will not be determined at the document verification stage. It will ultimately be decided by the Gambian people at the ballot box,” Cham added.

He further noted that responding to the IEC’s observations and resubmitting required documents demonstrates respect for the rule of law and confidence in due process.

“Addressing the Commission’s observations and resubmitting the required documents demonstrates respect for the rule of law and confidence in due process. It shows a willingness to comply, to correct, and to proceed within the framework set by our laws. That is not a weakness. It is a responsibility,” he concluded.
