Higher Education Ministry Appoints Dr. Samba Bah as Executive Director of Student Revolving Loan Scheme

The Ministry of Higher Education, Research, Science, and Technology has announced the appointment of Dr. Samba Bah as the new Executive Director of the Student Revolving Loan Scheme (SRLS), effective November 1, 2025.
Dr. Bah, a distinguished scholar-practitioner holding a PhD in Higher Education and Student Affairs from Ohio University, USA, brings a wealth of experience in higher education leadership, administration, and finance. His expertise positions him to advance the strategic goals of this critical national programme.
According to the ministry, Dr. Bah’s doctoral research examined cost-sharing models in public higher education, featuring a phenomenological study of graduates from the University of The Gambia. His professional record spans significant leadership roles in both The Gambia and the United States, including serving as Speaker of the National Youth Parliament of The Gambia.
Reflecting on his new appointment, Dr. Bah expressed gratitude for the trust placed in him by the Office of the President and the Ministry of Higher Education. “I am committed to working diligently with all stakeholders to ensure the effective operationalization of the Student Revolving Loan Scheme Act, 2025,” he said.
Professor Pierre Gomez, Minister of Higher Education, Research, Science, and Technology, welcomed the appointment, noting Dr. Bah’s ability to strengthen the scheme’s impact and sustainability.
“His profound understanding of the financial challenges facing students, combined with his extensive experience in strategic management and stakeholder engagement, makes him the ideal person to steer this vital national programme,” the minister stated.
Launched to enhance access to tertiary education, the Student Revolving Loan Scheme provides essential financial support to deserving Gambian students. Under Dr. Bah’s leadership, the ministry anticipates strengthened programme delivery that will contribute significantly to equitable higher education access and the development of the nation’s human capital.
